Carnegie Mellon University operates the Software Engineering Institute (SEI), a Federally Funded Research and Development Center serving as a national resource in software engineering, computer security, and process improvement. The institute conducts research, development, and technology transition work for the US Government whilst collaborating with defense and government organizations, industry, and academia.

The SEI's technical work spans software engineering principles and practices, cybersecurity, applied artificial intelligence, AI-enabled systems engineering, operational risk research, and operational resilience. Two primary divisions structure this work: the AI Division, which addresses engineering challenges in building AI-enabled systems, and the CERT Cyber Risk and Resilience Directorate, which helps organizations achieve operational resilience through research and measurement tools. The institute also develops process improvement methodologies and frameworks.

Based in Pittsburgh, Pennsylvania and Arlington, Virginia, the SEI brings disciplined engineering approaches to emerging technology challenges. Its research addresses both foundational questions in software engineering and applied problems facing government and industry organisations.
