The Texas Windstorm Insurance Association (TWIA) is a not-for-profit insurer established by the Texas Legislature in 1971. Operating under Chapter 2210 of the Texas Insurance Code, it serves as an insurer of last resort for home and commercial property owners in 14 coastal counties who cannot secure windstorm and hail coverage from the regular market due to catastrophic hurricane risk.
TWIA provides windstorm and hail insurance policies covering property damage caused directly by wind and hail; flood and storm surge damage are excluded. The association manages approximately 252,433 policies in force and has made $4.3 billion in funding available for hurricane season. It is governed by a nine-member Board of Directors appointed by the Commissioner of Insurance.
As a technology employer in the insurance sector, TWIA builds and maintains the systems required to underwrite, administer, and process claims at scale for a portfolio spanning over a quarter of a million policies across the Texas Gulf Coast. The organization operates at the intersection of insurance, real estate, and mortgage lending.
